## The problem
A worst-case respiratory pandemic could collapse civilization. Lockdowns hold only if critical workers in energy, water, food, and healthcare keep showing up and don't infect themselves at work. That requires high-quality respirators (face protection that filters at least 95% of airborne particles and seals against the face, such as the 3M Aura N95), in a stockpile that's actually fresh, distributed before workers are exposed, and big enough to last the months of severe restrictions it will take to develop countermeasures.

No country has this. The US Strategic National Stockpile holds roughly 100-500M N95 respirators, which would be depleted in weeks under any serious scenario. The UK wrote off £10B of expired stockpile in the years after COVID. Most of Europe is worse. Everyone agrees pandemic-proof respiratory protection is vital. Nobody in any government has it as their job.

## What winning looks like
**By 2030, the country is spending at least $2 per person per year on building and maintaining its respirator stockpile, plus the manufacturing capacity, distribution systems, and training needed to use it.**

### How we get to $2/person/year
1. **15% of the population are critical workers** (energy, water, food, healthcare workers who can't stay home during a pandemic).
2. Each one needs **a fresh respirator every 5 days for 6 months** = 36 respirators per worker. (Wearing one respirator on a 5-day rotation was the official US guidance during COVID.)
3. Apply a **2x contingency for real-world wastage**: respirators getting distributed to non-critical workers, the 5-day rotation not followed strictly, damaged units, fit failures. So budget for **72 respirators per worker**.
4. Stockpile size = **10 respirators per person of population** (0.15 × 72).
5. At $0.50/respirator, the stockpile costs **$5/person to build**.
6. Respirators expire after 5 years, so they need replacing. Sell the oldest ones at a discount to peacetime users (hospitals, wildfire-prone regions) before they expire, and replace with new. This recovers about half the cost: **~$0.60/person/year** to keep the stockpile fresh.
7. Plus paying domestic factories to keep production lines on standby for pandemic-time scale-up, plus distribution drills, fit-testing infrastructure, and worker training: **~$1.40/person/year**.

### Stockpile design
- **Composition:** Around ten times the country's population in 3M Aura-tier N95 respirators, plus reusable respirators (the rubber half-face design with replaceable filters) for the most critical workers (power plants, water utilities, top-tier healthcare staff).
- **Tiered:** Stockpiles held at three levels: national, local government, and individual institutions (hospitals, power plants). This is what Taiwan does, and it works.
- **Rotated, not stored and forgotten:** The oldest respirators are sold at a discount to peacetime buyers (hospitals, wildfire-prone regions) and replaced with new. This is the "dynamic" or "first-in-first-out" model. The opposite — what most countries do today — is "static" stockpiling, where respirators sit in a warehouse until they expire and get thrown away. Rotation is the cost-recovery mechanism that makes the budget defensible.
- **Decentralised:** Pre-positioned near critical infrastructure, not in one warehouse.
- **Manufacturing:** The government pays domestic factories to keep their production lines on low-volume standby (sometimes called a "warm base"), ready to scale up at least 30x during a pandemic. The hardest piece to scale is the specialised filter material inside N95 respirators, called meltblown polypropylene — securing that supply chain matters most.
## Why now
- COVID's lessons are still fresh enough for politicians to remember the pain, but cold enough that hard reform is back on the table.
- AI is making engineered pandemics meaningfully more plausible. Recent safety evaluations of frontier AI models show they can meaningfully help bad actors design bioweapons. Even sceptical policymakers are noticing.
- The UK is right now moving from a static stockpile (respirators bought once and stored until they expire) to a rotated one. Shape it well now, or watch the bad version lock in for a decade.
- The EU is exploring "vendor-managed inventory" — where the respirator supplier holds and rotates the stockpile on the government's behalf, rather than the government storing it directly.
- Taiwan's three-tier rotation system is now well-documented and copyable.
- ProEquip and a small number of other supply-side groups are starting to deliver on the next generation of reusable respirators. The missing piece is the political push to actually buy them at scale.
- Philanthropists worried about AI-enabled biosecurity risks are actively looking for biosecurity bets to fund.
## What this could look like in practice
- **Policy / advocacy organisation:** A 3-5 person team in the target capital running an inside-game campaign: budget requests to the relevant ministry, draft legislation, briefings for the parliamentary or congressional committees that control health spending, op-eds, working group with critical-infrastructure CEOs. Single-country, single-issue.
- **Project inside an existing organisation:** Senior advocate embedded inside a supply-side group like ProEquip, or a biodefence policy organisation, with a clear country mandate and budget for in-country staff.
- **Insider entrepreneur:** A former senior official from the relevant ministry (in the US, the Department of Health and Human Services or BARDA; in the UK, the Department of Health and Social Care or Cabinet Office; equivalent elsewhere) takes a 12-24 month tour to drive one specific budget request or piece of legislation through to passage.

- **Profile:** Exceptional at moving government bureaucracies. Plays the inside game (former senior official or committee staffer with the right connections), or runs a credible outside-game pressure campaign (proven coalition-building, mass-communications, op-ed-driven movement experience). Comfortable pushing one specific ask for 18+ months.

- **Commitment:** Full-time, 18-24 months minimum. The first stockpile reform will not happen in six months.

1. Pick the geography and audit its current state. Pull the actual stockpile size, respirator composition, unit cost basis, shelf-life policy, whether it's rotated or static, and current annual spend. Get into an off-the-record conversation with someone senior at the relevant ministry.
2. Identify the live policy window: the specific decision moment you can shape. UK: the ongoing static-to-rotated transition. EU: the vendor-managed inventory consultation. US: the FY27/28 federal budget cycle and the upcoming renewal of the Pandemic and All-Hazards Preparedness Act (the legislation that funds biodefence). Map the 1-2 specific decisions you want to influence, the decision-makers, and the timeline.
3. Get on the phone with ProEquip, the Johns Hopkins Center for Health Security, the Federation of American Scientists, and Anticipate LLC in week one. They will tell you what's already moving, who's already pitched what, and where the unfilled lane is.
