Design and implement policy that prevents the development of mirror life.

## Stakes
[Mirror](https://en.wikipedia.org/wiki/Mirror-image_life) bacteria are bacteria whose building blocks are mirror-images of standard DNA and amino acids. Because animal (including human) and plant immune systems are designed to respond to the natural versions, they would likely fail to defend against such an organism. Natural predators of bacteria, like phages, would also fail to defend against a mirror bacterium. It is possible that mirror bacteria could persistently inhabit outdoor soil, water, and air. Once established, they would be nearly impossible to eradicate, and could cause profound harm to all other life on earth.

Leading scientists have [concluded](https://stacks.stanford.edu/file/druid:cv716pj4036/Technical%20Report%20on%20Mirror%20Bacteria%20Feasibility%20and%20Risks.pdf) it is “plausible, even likely” that sufficiently robust mirror bacteria would behave this way. The consequences of this would be irreversible and of a scale without historical precedent, far beyond any natural pathogen or conventional bioweapon.

Enabling technologies are advancing. Mirror DNA, RNA, proteins, and polymerases have already been engineered, and even some research toward a functional mirror ribosome continues despite the relative scientific consensus against it. With sufficient resources, creation of mirror bacteria is estimated to become feasible within as little as a decade.

The policy window to effectively ban enabling research is rapidly closing. Before it does, the world has a tremendous opportunity to come together and prevent the creation of mirror life from becoming possible.
## Context
Scientific consensus is strongly against building mirror organisms. Consensus started building after the 2024 Science Policy Forum, alongside its accompanying 300-page Stanford [technical report](https://stacks.stanford.edu/file/druid:cv716pj4036/Technical%20Report%20on%20Mirror%20Bacteria%20Feasibility%20and%20Risks.pdf) and [Science paper](https://www.science.org/doi/10.1126/science.ads9158), led to global discussion. UNESCO’s International Bioethics Committee has recommended a global moratorium, and the risks of mirror life have been highlighted by Germany’s Central Commission for Biological Safety and the UN Scientific Advisory Board.

There have been recent wins, including the inclusion of mirror life as an example of prohibited high-risk research in the new [United States Government Policy for Stopping High-Risk Life Sciences Research](https://www.whitehouse.gov/wp-content/uploads/2026/07/USG-Policy-for-Stopping-High-Risk-Life-Sciences-Research_July-2026.pdf). However, it is currently legal to work on all mirror life enabling technologies in other countries, and this new policy does not specify where the line should be drawn. Research could theoretically be misclassified as either posing or not posing a risk in this category. It is therefore important to build and implement consensus policy that is clear about where the line should be drawn. Current thinking in the field supports banning the development of the mirror ribosome, sometimes beginning with banning all funding towards this type of research.

This conversation is continuing to grow across UN agencies, national governments, and scientific communities, with the [Mirror Biology Dialogues Fund](https://www.mbdialogues.org/) helping to coordinate. However, only ~10 people work on this full-time. Attempts to build policy consensus can backfire, so this work must be done sensitively and in close coordination with existing efforts.

## **Target End-State**
Within ~2–3 years of a founder starting, all jurisdictions with credible technical capacity to develop mirror life have binding restrictions on mirror-cell synthesis and the most dangerous precursor technologies.

- Science or biotech policy background.
- An existing network of relevant decision-makers.
- Strong political sensitivity.

- Analyze which jurisdictions have the technical capacity to develop mirror life.
- Identify the precursor technologies that matter most, likely the mirror ribosome, and pick a target jurisdiction.

A [wave of philanthropic capital](https://nanransohoff.substack.com/p/the-third-wave-of-american-philanthropy) is soon to be available for founders looking to work on important problems like biosecurity. The OpenAI Foundation, for instance, is part of an estimated $37–100B/year in new AI-lab-driven giving. Existing philanthropic capital is also significant. Coefficient Giving alone deploys over $100M per year to biosecurity.
